Synopsis
孤城，一座浮華卻墮落的罪惡之城，充斥著金錢與利益的爭奪。警方臥底于秋（張家輝飾）在上司阿占（何炅飾）的運籌帷幄下，成功打入當地幫派，卻好像漸漸迷失自我，他開始懷疑，是否只有「非常」的手段才能主持公正。一次臥底行動中，阿占給他的任務竟然是調查罪惡城背後最邪惡也最神秘的首腦——「老闆」（徐静蕾飾）在接踵而至的迷局裡，堅持正義的于秋好像被推向更深的絕望裡……
